Posting here transfers nothing. You grant this repository the right to host the manuscript, show it, and keep it available. That right has to be irrevocable in practice, because a paper that can vanish cannot be cited.

Choosing a licence

CC BY 4.0 is the default. Anyone may reuse the work, including commercially, as long as they credit you. It is what most funders and most journals expect of a preprint.
CC BY-SA 4.0 adds that derivatives carry the same licence.
CC BY-NC 4.0 excludes commercial reuse. Note that some journals will not accept a preprint under this licence.
CC0 puts the work in the public domain.

Posting here and publishing elsewhere

Most journals accept papers that have been posted as preprints, but not all, and the rules differ by publisher. Check your intended journal's policy before you post. That check is yours to make; we cannot make it for you.
